The rapid evolution of Artificial Intelligence (AI) has increased the need for organizations to translate ethical principles into actionable and governable practices. While ethical AI establishes normative principles such as fairness, transparency, and explainability, responsible AI requires mechanisms to operationalize and govern them.

This review examines measurement as the missing connective layer between ethical AI and responsible AI and investigates the resulting standardization gap.

A purposive narrative review of relevant literature was conducted to examine ethical constructs, measurement approaches, and standardization challenges.

The synthesis indicates that fairness is extensively measured through multiple and non-comparable metrics, while transparency and explainability remain comparatively insufficiently measured and lack widely validated measures. The paper argues that effective responsible AI requires a measurement approach that connects clearly defined ethical constructs with valid and reliable measures, stakeholder input, and explicit governance of competing objectives.

The paper contributes by reframing the principles-to-practice gap as a measurement problem and proposing a bridge between ethical AI and responsible AI.
